In an original, if highly abstract, theoretical exposition of the concept of resistance soon after the project began, its first director, Peter H\u00fcttenberger \u2013 after a short time this role was assumed by Martin Broszat \u2013 defined resistance as \u2018every form of rebellion against at least potentially total rule within the context of asymmetrical relations of rule\u2019. This definition was based upon concepts of changing mechanisms of rule and social reactions to that rule. It was premissed upon an understanding of \u2018rule\u2019 or \u2018domination\u2019 (<em>Herrschaft<\/em>) as a process of balancing the aims, interests, standards, and norms of rulers with those of the ruled. For H\u00fcttenberger, \u2018symmetrical\u2019 rule obtains where such a \u2018bargain\u2019 is struck. In such a system, most notably in a democracy, there is no \u2018resistance\u2019, but merely rivalry and conflict within, and immanent to, the system.
